A wet "source" has no bearing on equipment locations as far as a distance issue.
The code is more concerned about areas of easily ignitible materials. If the location is a wet location, than a suitable enclosure will be required, but there is not much in the code regarding equipment near water sources.

I suppose the 30" requirement is to give us a little more elbow room when working in front of narrower panels.

I think what Pierre is trying to point out is that the width of the working space needs to be at least 30" and not 30" away from the fountain.
This means you can place the panel enclosure to the left or right of the fountain and measure from the edge of the enclosure over to 30" and still meet the requirement. The code doesn't say 30" on all sides or from center.
