There is a project is served by multiple chillers, one of the chillers had many trips inside the built in control panel while no trips at the main disconnect, the chiller's supplier came and justified these trips due to the under voltage levels and he collected the voltage readings second by second for two hrs for load and no load statuses across the supply of the main disconnect, i put together the max & min readings for 2 hrs as follows:

The input voltage for the control panel is 1 phase 220v typically the phase voltage at the main disconnect.
As you can see all average readings within range min 213v, aside from the voltage level what would be reasons???
