Can you connect two seperate ground cables to one ground pipe?

This home has two electric meters with two fuse boxes.
One fuse box has #4 copper in bx cable connected to the copper water pipe about two feet above were it enters the house.
This copper water pipe is buried ten feet in the ground.
The other box is not grounded.
Can this box also be connected to the same water pipe?

Yes you can connect 2 grounding electrode conductors to the same water pipe within 5' of where it enters the building but you must use separate ground clamps.
