Cable tray

We are having a discussing on the right way to fill cable tray. We have type TC XHHW-2 conductor. For example one tray is 24" and has 14 conductors in it.
7- 350 KCMIL, 5- 500 KCMIL, 2- 400 KCMIL. This cable tray is a ladder tray bottom with a closed non vented cover, which is also 12" above the ground. And is in a area of a 31celcius. Do we need to keep a space between them? or can they be side by side? We have looked at the code section: 392.22 (A) (1) (a). And section: 392.80 (A) (1) (c) too. We are not sure what the correct answer is.

Is that section the correct section? Are these multiconductor cables or do you need 392.22(B)

These are multi conductors. I have been reading all through 392. I'm just unclear if they need spacing or if they can be touching?
Okay... your OP made it sound like single conductor cables.

392.22(A)(1)(a) for fill.

392.80(A)(1)(b) for ampacity. With a cover on the cable tray, spacing provisions of (c) do not apply.
