Breaking wire in elbows 314.16 C 3

Code uploaded. Is this to suggest that you cannot cut wires inside LBS or RIGHT BEND metalic elbows and connect wire nut as you would with a box or is code saying not to be done only in specific type LBS such as capped elbows (which I have not come across)?

It's clear to me. Conduit bodies with volume indicated, yes. Other fittings and especially elbows, no.
