Breaker is larger than MOCP?

I'm a little confused and wondering if anyone can provide insight. I have a building with a chiller that has a data plate listing an MOCP of 250A (MCA of 212A). However, the breaker feeding it from the building switchgear is 400A. Drawings in the room note a 300A breaker and 250MCM. I understand MOCP is a maximum you can't exceed. Not sure what's happening here?

Is the breaker feeding the chiller itself or a disconnect at the chiller ?

Chillers are often sold with or without a factory disconnect. Unless there are fuses in the chiller in the main feed or a breaker that sounds like a violation.

MOCP your right it cannot be exceeded.
