the code now says bathroom GFCI must be on its own separate circuit, my question is are these outlets to be considered appliance circuits when calculating apartment loads for wire size.

The required bathroom circuit 210.11(C)(3), is not required to be added into the calculation for services 220.3(B)(10).
Look at example D1(a) in annex D at the back of the book. Read the line in the example that is under the bold print - "Minimum Number of Branch Circuits Required" - Bathroom Branch Circuit ... (no additional load calculation is required for this circuit).

Mike, a branch circuit providing power to a bathroom receptacle may also provide power to other equipment such as lighting and exhaust fans but only with in the same bathroom. 210.11(c)(3)
If you do supply the recptacles and the light, fan ect. in this bathroom you cannot supply power to any other bathroom with this circuit.
