Abandoned service to building

A building has been demolished, that has a buried power service form the local power companies transformer. One end of this line is still hooked and energized at the transformer the other end is buried and taped up. Is there any requirements in the NEC code that states that this service should be disconnected at the transformer?

No. You say it's taped up. Where? Is it in a vault at the property line? If it's protected it's probably OK but if it's accessable it should be disconnected. I would have the owner get in touch with the POCO. He could even mention a theft of service viewpoint.
