800a service

we are relocating a 800a service with 397amps on load side, it feeds some temporary buildings. The customer request we move the 800a service due to construction.The POCO said i submited the new load analysis and one line with totals equal around 383amps when caluclated. We are replacing 800 with new 600a service to accomadate the temp buildings at this service. we are installing a 200a sub panel at H frame for miscs recptacles. The POCO, after submitting the information, came back and said the existing load bank is to small and they will need to send a crew and install larger transformer. I dont understand how the existing service is already powering the T buildings and now needs a new load bank. i just think they are making up a reason not to relocate the service on the agreed upon time and are finding a way to delay the process. Anyone have idea why they would all of a sudden do this?
