30 amp 2 pole breaker

My air conditioner tripped my breaker it's a single phase 400 amp panel when I opened the dead front the A phase wire was burned and the breaker was hotter than the rest of the breakers. Do you think it's the air conditioner or the panel?

I think you had a loose connection. Could be the load termination on the breaker, something internal on the breaker, or breaker to bus connection.

First guess since conductor was "burned" is probably load termination connection was loose.
