No. Just splice the two conductors that are on the breaker together with a pigtail, and land the pigtail on the breaker. The note does require the installation of a splice box outside of the panelboard cabinet to make the splice. This will likely require that the neutral is also routed through the splice box. Note that the NEC permits the required splices to be in the panelboard cabinet, but the designer does not want you to do it that way...or maybe the designer does not know that you are permitted to make splices in the panelboard cabinet. 312.8(A)
