If you use a 3 wire MWBC then you do not need the subpanel for two circuits.

A multiwire branch circuit is considered one circuit even though it can be supplied from two or three single pole breakers.

The section you've mentioned states that a MWBC will be considered a single circuit so if you had a 1Ø system you could run a 3-wire MWBC (2 circuits) or as Bob stated for a 3Ø system you could run a 4-wire MWBC (3 circuits) and still comply.

225.30 Number of Supplies. A building or other structure
that is served by a branch circuit or feeder on the load side
of a service disconnecting means shall be supplied by only
one feeder or branch circuit unless permitted in 225.30(A)

As a side note the article 100 definition defines MWBC as a single circuit as well.
