I have a situation where there is a small dentist complex with a 400 amp overhead service which first enters a CT cabinet then into a gutter where 3 discos are fed, one for each office. They now desire separate meters for each office. The problem is, someone built a block wall 34 inches from the front of the discos (they're located outside), violating 110-26. I can probably get meter/main bases thin enough to increase the working space to 35 or 36 inches but I need to know if the gutter is considered part of the equipment requiring 36 inches of working space in front of it. The gutter actually protudes about six inches into the space.

Brian, no, gutters do not need this clearance.

Conductors within a gutter would not need to be live to maintain them.
