Service Equipment in Detached Garage

I don't have a lot of experience with this scenario and need some advice. Builder is putting in a new detached garage with the meter can and panel board located at this point. Main panel board will also have a fused disconnect. This panel will also feed a sub panel for the house. Ground rod(s) will be installed at the garage and bonding to the neutral conductor in the mater can. Panel board will have neutral and grounding busses bonded here. 4 wire feeder will then feed the panel in the house where the grounding and neutral busses will be isolated from each other. Question: The water service ground, I assume this has to be continuous all the way back to the garage panel and not be bonded anywhere in the house panel, correct? Thanks again fro the help. I hate when our electric department allows these type of installs.

Unless there is water service to the garage you do not have water line to connect the service too and that is fine.

At the house the water line will have a GEC connected to it and the grounding bus at the sub panel in the house.

I was always under the impression that the GEC from the water line could only be bonded at the first point of disconnect, which in this case would be the panel in the garage.

Yes when the water line exists in the building that has the service.

In your case the building with the 'first point of disconnect' has no water line and therefore you do not have to connect to it.

On the other hand at the house you have a water line and that must be bonded to the grounding bus of the subpanel.

At the new garage you will have to have some electrodes, rods, or rings but if there is rebar in the garage footing you should be connecting to that.

Here, the poco, nationalgrid, will not allow a ground in the meter can. Moreover, you say the meter board will have a fused disconnect, why I do not know, that does not seem right. However if it is, if you have a disconnect before the service panel, the 'service' panel would be a subpanel, should have separate neutral and ground bars. The fused disconnect on the meter board would be where you bond the grounds to the neutral and that becomes the service disconnect. Any subpanel in the house would be fed from the first subpanel with 4 wire (assuming single phase 120/240) and would also have no grounds connected to it.

The house is a structure ..... A structure must have grounding electrodes.

It will be a 4-wire feeder, but it will also have grounding electrodes.
