Can you tap a feeder in a trough and feed( two feed obviously) primary side of two xfrmrs( hit disconnect first)?

Yes the conductors between the feeder and the disconnect would be tap conductors so the appropriate tap rule applies.

What types of splice connectors do you like to use in this situation ..splicing #250 to #3/0. Ilsco compression or mech??

Unless an irreversible compression type was specified we would use an Ilsco/Polaris type.

It’s a little confusing as there single and two side insulated taps. How many ports would I need to tap as shown in pic, 4/C #250. It remain # 250 all the way.

You would only use one Polaris type tap on each conductor (4 total) with 3 ports on each tap. One in and two out.
