Whole home generator backup with Tesla Powerwalls

Yes Enphase has the Enpower that allows for PV shedding and load control.
To be clear, the Enphase, based on the OP's list, has to:

1. Handle the grid tie to allow net metering.
2. When the grid fails, feed the house from the Powerwalls, while the PV charges the Powerwalls, or feed directly from the PV
3. When the Powerwalls fail, connect the house to the generator and possibly recharge the Powerwalls via the generator and go back to batteries if the Powerwalls get charged up from the generator
4. For extended outages, it has to monitor the PV output after dawn or on cloudy days to determine if the PV array can charge the batteries while feeding the house loads, or stay on generator
5. When the grid comes back, gracefully back out of the emergency pathways and put the house back on the grid.

Can the Enphase do all this?

Enphase can do all this but powerwalls can’t. You need the enphase batteries that have iq8’s already in them. You can’t use powerwalls. Powerwalls would be an Ac coupled system and powerwalls don’t communicate with the enphase software. Your customers best system is the enphase ensemble. If you need help on the costs of batteries/materials let me know.

Another great feature of the enphase system is that when the grid is working the system can be put in savings mode. Savings mode will allow the system to decide where power should come from. For example if the grid cost is peak pricing a kWh and the system has a full battery it can be programmed to use most economical choice.

Yes.

To add to what thekwhour said...

Enphase PV inverters will gracefully throttle their output if the system is off-grid, the batteries are full, and the load is less than the PV. The system doesn't exactly have to monitor the PV output after dawn. The PV will just kind of join the group when it's ready.
