whats the code says about sub station location

Is there a recommended distance a sub station require to be from a petroleum refinery ? what is the API or Nec code says

The Code doesn't cover anything like that.

FM recommends 25 feet between mineral oil transformers. IEEE standard 80 co red substations. API is pretty vague on this. There is sort of an emerging standard based on explosions and the like but nothing standard yet.
