Attached sketch says listed connection for connection of grounding electrode conductor to the concrete encased electrode. Can that be exothermic weld?

Can be but according to drawing can be any listed method, would need listed for embedding in concrete in this case.

Don’t follow. Your saying can do exothermic weld. So assume in drawing listed connection is replaced with exothermic weld. So exothermic weld is done to connect GEC to concrete encase electrode No any listed connection just the weld and then concrete is poured. How can the exothermic weld be listed for embedding in concrete?

The word "listed" does not appear before to wording "exothermic welding"

250.70 Methods of Grounding and Bonding Conductor Connection to Electrodes. The grounding or bonding conductor shall be connected to the grounding electrode by exothermic welding, listed lugs, listed pressure connectors, listed clamps, or other listed means.

Check with the structural engineer before you use any exothermic welding method on rebar. The typical rebar used gets very brittle when exposed to that amount of heat. The structural engineer I work with sometimes, has a note placed on the electrical drawings saying not the use exothermic welding on the concrete encased rebar that he has specified. He will let you put a section of rebar in and tie wire it to his so you can connect with exothermic welding to your own rebar.
