If the pipe from the well is all pvc and the majority of the water piping in the house is pvc with the exception of 30 or 40 feet of copper which runs to the water heater and a few sinks, does the copper need to be bonded to the main service N?

It needs to be bonded to the grounding electrode system. 250.104(A)(1)
