Water Ground in Metal Conduit

When installing a grounding electrode conductor to a buried metal underground water pipe in rigid metal conduit the following questions arise. We are aware that the conduit and the conductor must be bonded at both ends. Where the 3/O grounding electrode conductor ties to the main switchboard, the conduit 1 1/4" is 10 feet from the neutral buss where it must connect. Is there a distance that the 3/0 wire can extend and along the same thought can we use a lug which screws on to the conduit and the cable passes through fitting to bond this end? The other end of the onduit ends 4 feet from the 1" water pipe. The consultant wants us to connect the conduit to the water pipe using sealtite. We have informed them that sealtite is only rated for 30 amps of grounding current. Should we loop the 3/0 wire through a bond bushing or ground connector on the end of the conduit or should we place an external ground on the sealtite. (any code references would be appreciated)? Also the 1" water pipe clamp is only has a hole for a 1/0 wire. Can we mount a 3/O lug to the mounting screw or is there a better method?
