I would think they could, I did a bunch of cabins along a river in the flood zone, underground to meter, but pole mounted transformer, did have to mount the meter high. Cabins were on 8’ piers, underpinning had to be breakaway, Propane tanks were strapped down.

Can a utility company install there single phase backbone including transformers and ground sleeves in a 100 year flood zone?
I have actually witnessed padmount 25 kVA transformers floating upside down, held in place with the primary and secondary conductors.
about a week later, the water went down. We turned the padmount right side up, checked it out, and heated them up. Out of 8 or 10 we didn’t have one that didn't work.
