utility night rate switch

So I dont know how Ive been doing this for 20ish years but have never seen this and dont know how this works.......I am troubleshooting my mom's heating system which is one of these night rate electric heat storage systems from the mid 80's. It has a 12-2 connected to the "time switch" contacts on the control board, and this runs out to the meter socket. Was/is there a form 2S meter that has a dry contact that can be used to control a contactor? Or does it connect the 5th jaw to neutral? which one is open and closed?

Never seen electric storage system.
Seems a good idea to use for solar and charge in the peak.
