UL Listing on staples

Are Electrical Staples exempt from being installed to their UL listing according to article 110-3 of the NEC 1999?
For example...An SN40 Staple is listed for 1 cable from 14/2 to 10/3 NMC ~ An SN150 Staple is listed for either 1 or 2 NMC cables...Please Advise...Thank You, David

It may be a stretch to call a staple "electrical equipment", but I would say it is not exempt.
