UL listing for an old panel enclosure used as a junction box

I am installing a new 200 amp panel and the homeowner did not want any stucco repair done. I mounted the new panel adjacent to the existing as shown. I was going to come out the side of the new panel with 1-1/4" sealtite and connect to the front of the existing panel to feed all the existing circuits. The inspector wrote me up saying" Provide information for UL listing compliance of bored hole is board hole into front of old panel." Is this OK as I have seen it before. I know the sealtite fitting is rated and the cover is rated, but is it still rated when I attach the fitting. There are 2 other covers that could be opened for access to the interior and I was planning on screwing the bottom left cover on place. I appreciate your help on this one. So this is an overhead service and your just refeeding branch circuits and gutting the old meter / main?

If your converting a article 312 'cutout box' to a article 314 junction box, 314.15 applies.
Its the AHJ's call , I'd tell the customer we need to notch the stucco.

Looks like one 1-1/4" entering the old utility compartment? What is your plan for un bonding the neutral bar in the old meter main?
