In what world does the inspector accept pictures?
They do it all the time here. If the trench needs closing before they can come they will allow us to take pics with something to gauge the depth with such as a tape measure stuck in the trench. Some want a stick or similar stuck in and left so they can pull out the stick and measure it for the correct depth.

What’s his reason for not doing the backfill? Seems a bit odd.
Because he is 87 lol. Just used him on a job yesterday. Customer paid him 125$ to trench 105’ and then the customer backfilled it.
On the other job I contemplated using him and backfilling myself but I have decided I am just not going to dig period. Pay someone else to do it all or the old guy can trench it and the customer can backfill it.

In a county I will not name in NC I was a super over a 6 or 7 megawatt solar site. Wire was direct burial with lifts. Inspector came out one day a week and I showed him pictures. Not sure he saw more than 300’ of trench on the hole job. Actual trench dug was 3500’.
