Tamper Resistant Outlets in an Elementary School

The NEC defines a child care facility as follows;

This means a new elementary school would require the use of tamper resistant outlets.

To me this means every outlet installed within the walls of the school (except those that fall under the allowable exceptions) are required to be tamper resistant even though there are many areas where students will not be located like the administration area. But going 'strictly by the book' this is how it is written. In all honesty I did not look at the cost difference between non tamper resistant and tamper resistant outlets so it might be a mute point but still I question the way this is written to encompass the entire building. Guess I am just venting..... in the end I will make all of them tamper resistant to avoid any mishaps with a local inspector.
