Sylvania GTE breakers

I added a circuit to a Sylvania panel today that uses the side clip breakers. I only needed one 20 amp breaker, but it appeared that the breaker(s) should be installed as a left/right pair. Fortunately I had both a left and right breaker so I installed both. I based this on the new opening I had to make in the cover was the size of two of the 1/2" breakers and the left/right pair appeared to lock together. I can't find a definitive answer in any of my other resources but can anyone tell me if I sold the homeowner a breaker he didn't really need?

You would have needed a blank to fill the rest of the hole had you installed only one. The blanks for some of the half sized breakers are more expensive than the breaker.

i would not loose sleep over it.
