Hi
here at the plant we have a 1600amp breaker in on of our switchgear and have 2 800amp pannels. Can we run 2 sets of 500 to each pannel off of the one breaker so 2 sets will run from breaker to pannel and other 2 will run from breaker to 2nd pannel so the 1600 amp breaker will be feeding each on to make both panels for 800 amps

That is "almost" compliant ;) You could do such a thing using the tap rules in 240.21(B) but note you would need a main breaker in the subs (or separate OCP to comply with 408.36) and you could not use the next size up rule for your taps.

General rules - no, if there is motor loads involved - maybe, take a look at 430 parts II and V.
