Can you run a 2" load center feed on a block fence? I told the customer no, I am afraid of physical damage.

If it's a fence it's probably in a utility right of way and would not be legal. If it's a fence on private property it's legal as emt is not subject to damage. PVC sch 80 or Galv would be better.
