Sub-panel location

I am doing a renovation on a pool house. It has a separate service, 150 amp meter & main disconnect outside on the main house. The service runs underground in PVC to the pool house,into a crawl space for 20' & up to a main & 30 panel on the ground floor. There are 2 grd rods & a water bond. Is this code compliant or is a disconnect needed on the outside of the building?

If I understand your scenario correctly, I believe you have a violation of 225.32. Once you enter the crawl space, I believe you are inside the building. I would consider a location 20 feet away from that point of entrance to be too far.
