Can a panelboard be located inside a hospital soiled utility room with a sink?

I don't think the sink matters all that much.

The soiled laundry might be considered easily ignitable.

240.24
(D) Not in Vicinity of Easily Ignitible Material. Overcurrent
devices shall not be located in the vicinity of easily
ignitible material, such as in clothes closets.

Does not define or put any boundaries on where this easily ignitable material can/can't be though.

If soiled linens are piled up and in regularly in contact with the panelboard/cabinet then it is reasonable to call that a hazard. If the panel is on one side of the room and the soiled linens are on the other side and never stored all that close - does a hazard exist?

does an actual hazard really even exist in a clothes closet? since the working space requirements would prohibit anything being directly in front of the panel board anyway, there would not be anything combustible in direct contact with the panel board in a closet.

true, someone must have realized that the space in a clothes closet is likely going to be violated anyway when they added that wording
