The place I was at today was moving electric lines. This is what the new lines look like. Appears to me to be two sets of 3 phase lines and a neutral.

well .. I'll guess and say the one set of the three phase (boat) is for specific equipment while the neutral for other three phase system is do to needing the neutral for lighting or 120v loads, not sure if it was 277/480 or 120/ 208-240

Looks like this. Two arms with three wires each, and one along the pole beneath the lower arm. Pretty sure it is 4160.
It is common for POCOs to use a single neutral for multiple primary sets as well as secondaries. I've even seen the neutral of a secondary triplex between poles do double duty as the primary neutral.
