smurf tube

This is my first encounter with smurf tube it has been specked out in a three story hotel for data and cctv it is horizontally penetrating 1 hr fire walls it has a 1 to 2 hour fire rating but does it still have to have a collar? or just caulked?

It depends on what product and UL assembly you are using.

Here is one without a collar

You would have to follow the instructions for the specific assembly and have the information available for the AHJ.
