I just started looking at drawings for a small community college addition. The space is just office space and conference rooms. I noticed that there wasn't any smoke detectors planned for this new space. I asked a colleague about it and he stated that smoke detection is not required because there is going to be a sprinkler system installed. If he is correct, do you know where I can find this information? He had no idea where to find it.

I don't believe smoke detectors would be required in a Business Occupancy even if there were no sprinklers installed.
I believe you are generally correct, local amendments notwithstanding. The requirements for fire alarm usually kick in with an occupancy of 100 or more above or below the level of exit discharge, or occupancy of 500 or more (going by memory). The kicker is that even if smokes are not required, usually notification is, for when the sprinklers go off.
