For a single family residence, how high above a deck does the service/mast need to be above the surface of the deck? Is there anyway to block accessibility with a trellis?

230.23(B) gives the vertical clearance above grade or other accessible surface.
The trellis issue may not be allowed by the AHJ, its not a permanent solution, IMO.
