Can you have two sets of feeders from a utility transformer in the same pipe?
EX: I have a 400a service with 2 set of 3/0 for a single phase dwelling in the same 2 1/2" pipe its existing. is that allowed?

I need to re-feed the dwelling cause of a burnt wire, can I just reinstall what there or do I have to add a pipe for the second set.

if so/not whats the code article telling me I can or can't?

Your post title is service conductors, then you you say two sets of feeders? There is a difference.
Are these conductors in parallel to one meter or CT can?

If these are indeed service conductors upstream of the service point, the NEC has nothing to say about them. The POCO rules govern this, often based on the NESC.
Under the NEC parallel conductors, if allowed, can occupy a single conduit or multiple conduits. But if multiple the configuration of each conduit must be identical to the others.
