"Passing through a CMU wall using it to secure and support EMT".
EXAMPLE: Wall "A" intersects wall "B" forming a "T" , wall "A" is the top of the "T". On wall "A" on each side of wall "B" there is a fluorescent strip fixture mounted to the wall. Between the fixtures is a piece of 1/2" EMT, which passes through CMU wall "B". Mortar is placed around the EMT completely sealing it in. The ends of the fixtures where the EMT enters is within 3' of wall "B". Can the wall be considered as securing and supporting the EMT. There are no straps/supports on the EMT, just the wall securing and supporting it

You've got the 36" rule taken care of.
Once the mortar or grout has dried, the support seems pretty solid to me. Add: a lot more solid than some of the Caddy fasteners which are approved. Go for it.
