Replacing underground meter base with conductors too short.

I have a 200 amp residential service and need to replace the meter base. One of the connections on the load side is a problem. The current conductors on the load side as well as the line side will be too short once I install the new meter base.

The POCO conduit is steel. The house side conduit is PVC. If there were a way to lower the meter base one foot the existing conductors could be used.

If necessary I can replace the load side wires but what will POCO do about the too short line side?

This is a first for me. I have started a work order with Dominion Energy.
Does anyone have an idea of how this will go down?

In my experience, for an underground service the conductors on the load side of the meter are yours to deal with but those on the line side belong to the POCO and are their problem. Where is the service disconnect? That may be part of the equation.
