Repairing entire inside of service panel question

I have an old zinsco panel that should be replaced because the busbar has a breaker welded to it due to arching except it will cost more than I can afford. Let me explain the circumstances. It has the wire from the street running underground. The panel is set in cement and there is a gas meter about 3 feet away. Current code requires the meter be moved because of the gas meter. If I put in a new panel I then have to run the line back to the homes enterior panel (it's a mobile home) which means cutting through the concrete or running a line overhead back to the mobile and even then I'd still have issues connecting back up to the panel. So here is my question. Is it possible to repair the old panel. I'd like to remove the breakers, busbar and install something that fits and is safe (not zinsco parts) if that is possible. I got a rough estimate of 10-15K to put in a new panel which is way more than I can afford.. Any ideas or suggestions?
