relocating neutral bar and stacking terminations

We have a contractor that has relocated the neutral bars in 83 panels to the bottom. The panels are A-Series GE OEM 120/208 volt 400 amp panelboards with type AEG interiors. He has not maintained the 11 to 15" Wire termination space within the panel and they are also stacking compression lugs on the studs provided on both the phase bars and neutral bar. The neutral is a 200% bar so there are 4-4/0 wire on the neutral with 2 on each stud provided. I am concerned about torquing two lugs on top of each other to studs. They are also not using the same type compression lugs on the parallel feeders. One has a long barrel and one has a short barrel, two crimps versus 4 crimps each. Do you know of a factory number for a technical engineer to respond on these issues.

If the contractor has altered the panel in any way as you have discribed then it should be brought to the attention of the AHJ since the UL certification is now VOID. The manufacturer is the only one that can do this provided he re submits it to UL for approval.$$$$$$$......
