Relocating meters help please

I have this job for relocating 29 total electrical meters in San Diego Calif
The new meters are going around the side of the building which I am okay with location
All the existing feeders to the 29 apartment circuits go into the wall over the gas meters
Can I set Junction boxes on the wall above the gas meters? I really don't see another option besides repulling all the feeders
Any Ideas or help would be greatly appreciated.

In practicality, depending on the layout, I would lean toward a wireway rather than j boxes but the plan in general would be Code compliant IMO.

You might want to double check the wording from the gas utility about any clearances or working space for the gas meters from electrical equipment.
