Rejected Proposal Already!

I just received a letter from the NFPA today explaining they are unable to accept a proposal I made for the 2008 NEC. They enclosed the proposal. Considering the committees don't even meet until January, I think this might make me the first reject! I'm so proud. :eek:

I'm not gonna waste much time with it until I understand more about the politics and all around resistance to change that doesn't exist.

Not saying that it's completely pointless, but I think it might be unless you think exacly like more than 50% of whatever CMP you're addressing.

So why don't the CMP's just make the changes they want to. That's pretty close to what it amounts to anyway.

Edit: Or is that exactly what it amounts to?

This truly surprises me. I?m curious if they gave the reason for the rejection. While NFPA provides a standard form for submittal all they actually require is listed in the Regulations Governing Committee Projects. Staff almost never returns a Proposal unless it is incomplete or is too late. They actually accept a lot of incomplete ones too if they can figure out what it takes to make it whole.


4-3.3 Content of Proposals. Each Proposal shall be submitted to the Council Secretary and shall include the following:
(a) Identification of the submitter and his or her affiliation (i.e., TC, organization, company), where appropriate
(b) Identification of the Document, edition of the Document, and paragraph of the Document to which the Proposal is directed
(c) Proposed text of the Proposal, including the wording to be added, revised (and how revised), or deleted
(d) Statement of the problem and substantiation for Proposal
(e) The signature of the submitter or other means of authentication approved by the Council Secretary
(f) Two copies of any document(s) (other than an NFPA document) being proposed as a reference standard or publication (see 3-
3.7)
The receipt of the Proposal on a Document that does not have a published Proposal closing date shall be acknowledged by the staff liaison, in writing, to the submitter.

4-3.4 Time for Submission or Withdrawal of Proposal. A Proposal, other than a Committee Proposal, to revise or amend an existing or proposed Document may be submitted up to the published Proposal closing date. A Proposal on the affected edition received after this date shall be returned to the submitter. A submitter, by written request to the Council Secretary, may withdraw the Proposal before the published Proposal closing date. Proposals cannot be withdrawn after the established proposal closing date.

Actually, the proposal I submitted was not for a code change, but to add a "sample proposal" to the end of the book similar to other NFPA documents. Here's what the letter says,

Dear Mr. Holland

Thank you for your interest in the National Electrical Code.

We are unable to accept proposals for your suggested change to the NEc because the additional information at the end of the book is compiled by staff rather that the NEC Committees. Therefore, we are returning your proposal. However, we have forwarded your suggestion to the appropriate staff for due consideration.

If you have any questions regarding the return of your proposal, please give me a call at (###)###-####

Bryan, Jean's response was appropriate and she forwarded it to the correct people for further consideration. Take a look at the people she copied her letter to for consideration. Mark Earley runs the entire revision process for the NFPA and Jean is basically second in command.

We were fortunate enough to have Jean as our NFPA representative for two cycles and had Mark Ode for two cycles before that, talk about great people, WOW! :D
