If the feeder is #4/0 copper phase conductors, and #1/0 neutral sized in accordance with single phase loads per NEC, all that is good, is the 200A OCPD okay? Is the neutral protected and does it have to be protected per NEC against over current?

The neutral must be capable of carrying the load as calculated by 220.61, must meet 250.24(C) if it's a part of a service and 215.2 if its part of a feeder.
No overcurrent device is allowed with the neutral except as permitted in 240.22
