Question grouping of tenant disco

Attached sketch left shows two tenant spaces tenant 1 and tenant 2. Panel A is in tenant 1 space and Panel B in tenant 2 space.

Later tenant #2 moves and tenant #1 expands to tenant #2 space as shown on middle Floor plan one tenant with door between spaces attached sketch. However Panel A and Panel B are not moved. The power riser is shown to the right in sketch. Panels A and B are each fed from 200A meter disconnect grouped as shown. Meter stack has 800A main service disconnect.

Question is their a requirement in code to group Panel A and Panel B together when their is only one tenant occupying both spaces or can it be separate as shown on middle floor plan sketch?

As long as the service disconnects are grouped at the meter, there is no code issue. That is no different from multiple panels in a building.

My utility would not permit two meters to serve a single tenant, and would require a new 400 outside service.

Ok so Let’s say I had 2 - 800A service discos grouped in electrical room.

First service disconnect load side feeder goes to trough in electric room from which their are six disconnects in compliance with feeder tap rules feeding tenant 1 to tenant 6 respectively.

Second service disconnect load side feeder go outside of electric room in trough right outside electric room from which there are three discos outside of electric room compliance with feeder tap rules. The three discos feed tenant 2 to tenant 4 respectively.

So there are 2 discos feeding each tenant space 2,3,4 one inside electric room and one outside.

Do the tenant 2, 3,4 discos feeding tenant space one outside and one inside electric room need to be grouped?
