Does 250.66(A) mean that if I only have ground rods the maximum size grounding electrode conductor required is #6? If I have a second ground rod I don't have to size the connection as a bonding jumper? 250.66(A) says ".....connected to a single or multiple rod, pipe or plate electrode(s)...." so I can ignore Table 250.66?

The table does not apply to rods however, you can use it for #2 or smaller.

Section 250.66 covers the size of GECS, and parts A, B, C gives the sizes to ground rods, conc encased electrodes and ground rings.
So yes 250.66(A) allows a 6 AWG to a ground rod. The connection to a second ground rod is a bonding jumper and and is sized per 250.66(A)

2014 appears to be when wording was changed and does clarify this

"Where the grounding electrode conductor is connected to a single or multiple rod, pipe, or plate electrode(s)....

bold part was added.

Similar change for concrete encased electrodes in (B).
