PWR LIMITED CABLE WET LOCATION

I have an application where we wish to install type 22ga 2c sheilded CMR/CL3R cable in PVC duct under slab in a commercial application for refrigeration controls. Max voltage is 24VDC. Since the conduit is underslab, our inspector is requesting proof the cable is listed for a wet location. I have checked with various manufacturers, there is no listing of CLM/CL3R cable for wet location, but cables are consturcted and rated by the manufacturer for "outdoor use" or "direct burial use". One could infer these should be water proof, but there is no listing as such. In reading UL13 I do not see test requirements for wet location. Article 725.3 says Article 300 does not apply to Article 725 unless specifically referenced. I find references to cable in conduit, but I can find no reference to wet location installation in Art 725. Can anyone tell me if this is a proper application of the code? if a wet location cable is available? If a cable recomended for outdoor or direct burial use is acceptable in this instance?

Most cables are not listed for wet locations, they would say so on the jacket and spool. Outdoor and sunlight resistant are not the same as wet. A cable listed for direct burial such as type TC would be fine.
