Possible LED Driver Issues

I was wanting some feedback from someone who has dealt with these far more than I have. My buddy who is also an electrician is retro some lights in a commercial building out to LED. He came to one of the emergency lights and it continuously blinks and he feels he may have ruined the driver. Can you ruin a driver by hooking up live voltage to it and not turning circuit off first or cause damage to the LED in any other way working it live?
Any suggestions or advice would be appreciated. Thanks

Not that I advocate working live but I don't think that would have caused his problem. Likely a bad driver from the factory.

With covid and supply chain shortages I'm seeing a lot of faulty products coming thru from multiple sources not just the usual questionable ones.

You said emergency light, is it generator powered? Or battery inverter at the fixture?
