Can plywood in an electrical room just be fire rated FRT plywood or is a Flame guard fire rated paint also required? The electrical room in question has medium voltage gear, and 13.2kV:480V xfmr and a 4000A, 480V switchboard.
Also, what code section can I refer to for the answer?
Thanks!

You should refer to your spec or AHJ. This is not going to be in the NEC. You may possibly find it in the IBC or IFC, but I do not remember ever seeing it specified in there. In my little corner of the world, we are required to hang plywood with the certified fire rating stamp visible and are forbidden from painting the board even though the "B" side is generally the stamped side.
