Panel Modification!?

I am designing a PV system to back feed in this Meter/Main combo panel and it appears that the upper section of bus has been added and is a code violation and/or voiding the listing. I just need some input on whether anyone has seen a panel come from the manufacturer like this or it is in fact a modification. The panel has no label on it so I do not have a model number to include.

The only manufacturer information I have is that most of the breakers are Eaton, the label on the panel has been removed so I have not been able to get a part #.

Looks factory to me. I know SqD makes a panel very much like the one pictured, with two service disconnects, so it's not a stretch to believe Eaton makes one too.

Looks like a Crouse-Hinds panel, since Siemens bought them, I do not think much information is going to be available from them. Hated almost every one of those piece of ____ panels I ever came across.

Oh my, isn't that an old split bus panel?

If so, the "main" breaker (second one down) only controls those breakers below it. The 6 breaker stabs above the "main" are live all the time.
