pad mount transformer clearance interpretation

Just a quick question on clearance in front of a 1000 KVA pad mount transformer. Plans call for a 6' clearance in front of the transformer. I would take this to be clear of obstruction and a level area. the transformer has no obstructions in front of it but is located on a hill that slopes away from the transformer. I know the NEC does not cover this but would this maybe under nfpa 70? there is an approximately 30" level area before the ground drops off at about a 20 degree angle. just does not seem as if it is a safe setup If you need to work on the transformer hot.
